Just from subjective experience, sometimes it feels special dice can "hold back" perfect throw, depending on the dice chosen. Just perfect throw and Pribyslavitz Boar is enough to make Farkle broken. When I'm at that point, I make it a rule I have to roll until I win or I bust, no banking points. Even then, I'm unbeatable.
While I don't have any data on using the perk with special dice, I agree it does feel that way. I hadn't considered digging too much into special dice effects considering it's all covered in the wiki.
The other day I literally beat Maldota at dice without letting him have a single turn; thats a 6000-point threshold to win.

Interesting quite peculiar skill to have if you like Farkle mini game
It's one of the few mini games that hooked me immediately, a bit like Gwent in Witcher 3
