It does seem to, I didn't cut the floor to be super tight to the edges, so there's some space around the edges. Plus, it's not perfectly level but slopes a bit away from the house. The carpet I laid down is outdoor carpet so it doesn't hold water. That said, I live in a very dry climate in the mountains so things dry out quickly here. I'm sure it helps that I painted the floor on both sides too, so it's more water resistant than unpainted plywood.

Gosh, I can't remember! I bet I spent a couple hundred at least. The 1x4 boards were better quality and more expensive, I could have gone cheaper.
