Angel has sense a great evil intent within this tournament. She knew that it is Kazuya who is after a great power. One that may destroy the world. Angel joins the tournament in order to stop Kazuya from plunging all to darkness.

Harada hate so much Kazuya that he decide to put the second player as a character but not the principal who is Devil, just put it parcial and make him look so bad when throw his eye's beam.
"Is because he is the same persona as Kazuya" that argument is so stupid, because he was a diferent person in Tekken 2 and apart of that put Violet and Lee like diferent characters. My theory is that Harada dislike so much Kazuya that ruin everything that make him cool, his Devil form, the relation with that angel identity, his clothes, his hair, his eye, don't give the posibility to custom him to fix that and make him loose every battle.

Kazuya was the main protagonist in Tekken 7, still we got to play as the antagonist Heihachi in the end, in Tekken 8 Kazuya was the main villian, still we didn't got to play as Kazuya, we got to play as Jin 💀💀💀, in Tekken 8 they should have gave us choice to choose between Jin and Kazuya, and if we choose Kaz and win then they should have showed the bad ending, imo that's wayyy better than getting the bad ending when we loose from Kazuya.
