  • The World AI Conference opened in Shanghai yesterday, with the release of an important document, the Shanghai Declaration on Global AI Governance, which aims to address the important issue of ensuring that the development of AI remains safe and ethical, especially given that Artificial Intelligence has the potential to cause harm to humanity in multiple ways.
    I went along to the conference, and later chatted with Professor Warwick Powell about whether or not AI really is a greater threat than nuclear war.

      The United States of America, NO MATTER which administration, has ALWAYS been the greatest threat to peace, anywhere. In its 300 years of existence, the U.S. has ONLY 16 years of real peace when it wasn't involved in a conflict or a war somewhere, whether at home or overseas. It is the MOST belligerent WARLIKE nation in the history of the world although it puts up a GREAT pretense that it wants peace. Like the Ancient Romans, they make a total destruction of everything and call that "peace" like in "pax Romana".

    Thanks Andy for this important issue about AI. Warwick Powell is a great mind unlike Elon Musk & his caution of Elon’s headlines grabbing ”AI is the greatest threat to humanity” Frankly the young lady remarks “humans are the biggest threat” AI is a tool created by humans, simply it’s what human beings do with it. However, a global consensus to use AI to make our lives safe & better is a great way forward.

      Elon Musk say it is a threat because he is launching his own AI company and want to slowdown the competition. some people treat him like he is a visionary, he is really just an opportuntist. most people forgot that Tesla wasn't founding by Elon, he just brought the company and kick the founder out.

    When Industrial Revolutions came, did anyone warn us about the destructiveness that it would make on the earth's sustainability, biodiversity, and climate change. All these problems actually threaten humanity. Yet, we cannot deny the good that the Industrial Revolutions brought to the world. Perhaps, what is more important is to ensure some regulations and laws that govern the use of AI and also ensure there's accountability.

      The Industrial Revolution has been and still is, controlled, operated and managed by - HUMANS. Not the factories nor the machinery. WE chose whether to over-use our water resources and pumped our industrial waste into the waterways, to use coal instead of renewables to electrify our industries, to churn out endless reams of plastics from oil instead of using paper (although there was a time when environmentalists were complaining that "too many trees were being chopped down to feed the paper mills") and on and on. We humans are the masters of our own destiny - not some disembodied "industrial revolution".
      The U.S. and Europe has a chance in either fast tracking their own production in the electrification of motor vehicles and constructing of a nationwide infrastruc ture network to support it as they did when the ICE (internal/infernal combustion engined) "horseless carriage" came into being with petrol stations set up around the country - or - importing Chinese electric vehicles and constructing the infrastructure to support those BUT no - their political leaders decided not to. Solar farms could be set up around the entire country especially in the states of Arizona, Texas, New Mexico, California, etc where there is virtually perpetual sunshine but no, for political reasons. So, in this aspect, you are correct - we need "regulations and laws to govern the use of AI". However, our system of government tend to do these AFTER the fact especially where technology is involved.
      With a preponderance of lawyers and law-related professionals in Congress and Parliament, such type tend to move slower than a turtle on dry, desert land because they have absolutely little to no idea about technological matters since none of them are in technology and often depends upon their "advisers" who may or may not have a clue either. If I sound rather depressed at how our governments work, you are ot wrong - just watch sessions in which Congress of an Australian or U,K, Parliament is in session and you will see nothing but a feast of debates at the end of which, months later, very little progress is actually made.

Well put... it's difficult to do anything for the betterment of humanity when our politicians are caring about politics and not exercising their political power for the good of their constituents. This is the trend all across Europe and US... democracy should work... but the capitalism is corrupting the politicians.... and the political system. Sigh!

      @@sophosanthropos868 Which all in all, why there is a "quiet" revolution happening now where traditional parties are being voted out in record numbers and some of the more radical groups are being voted in. I guess people are just having enough of the same and are desperate enough to try anything. This can be dangerous for our societies however as we have see a similar patter happen in mid-1930s Germany which ended up with a maniacal anti-Semite extreme right wing megalomaniac in Adolph Hitler. Democracies are fine - until they no longer work as we thought they should.

    Well i must be missing something? A.I. i see the artificial part but where is the intelligence part. If it was truly intelligent that would be a concern surely? Looking at this place with the eyes of an artificial intelligence you could only come to the conclusion that biological intelligence was a threat, not only to itself but to you too.

    AI is evolving at a rate faster than anyone’s wildest dreams. How do you regulate something like that? You may be able to make some regulations about it now, but those rules may be obsolete in no time at all and new regulations have to be made. The problem is those regulations are made by humans and humans certainly won’t be able to compete with the speed at which AI evolves.

    Chinese AI has lots of potential to become the best in the world and they have already used it in daily lives like in restaurants, delivery and robotics dogs( etc). What I am afraid is AI will definitely improve gradually as time passed by ;and if they develop conscious thinking, it is very dangerous and uncertain fate for living species.

    China is already Global Leader in 5G technology, which underscores the IoT concept. 6G is on the way, and with 100microsecond latency, very high data rates (burst transfer of 1 Tb / sec!) and high user density per sq. km (10 million connections), this is where AI will really flourish, since it is very dependent on fast, high data density communication. AI and edge / distributed computing go hand in hand, and we are in for a global technology, and more importantly, connectivity revolution. Using the global mobile phone flotilla as a distributed computational resource has almost unbelievable capability as a "global supercomputing" system.

    A vital precaution that humans must take is to ensure that every robot made will have a kill switch installed inside it.
    This kill switch will destroy the robot and all the stored AIs when activated by a coded radio signal.
    Of course you must not let the robot knows about this kill switch residing inside it.

    I think an interesting question is whether laws are enough to protect us. They don't really protect us from humans doing harmful acts, especially humans in elected office who believe they are above the laws. Asimov's laws of robotics were incorporated directly into the programming. Can laws force companies to incorporate programming that limits the actions of AI? Would this restrict the AI being used to efficiently target civilians in Gaza?

    The harnessing of fire is the greatest threat to mankind. Look at all the damage fire (from wars, arson, accidents, and etc...) has done to humanity. Does this mean We get rid if it? Answer is obvious.
    AI is the same. It's the right thing to have an open dialogue on how best to harness AI for human benefits.
    There'll always be bad actors misusing AI and therefore we should be on continuous guard to identify and stop any misuse.

    It may be that the AI 'horse' has already 'bolted' - Geof Hinton spoke of this a year ago, that the Military Industrial Complex is already heavily invested in it and incorporating it into their latest developments, the lawmakers appear to be deliberately 'dragging their feet' in order for their economic industrial supporters to map their interests in AI more concretely. I presume once that is done, those Industries will then have their legal teams write the 'laws' with the appropriate loop-holes hidden in the legalese, that their political servants will pass in their legislative chambers to the great fanfare of a united global safe approach to AI.

    As usual with scientific advances it will all depend on what the bad guys do with it compared with what the good guys do with it. Theoretically AI could do amazing good for the human race but looking at our past record I think that the military and others will make sure that the negative uses will be more prominent that the positive uses. Yeah, I know, I'm a pessimist. Hard not to be a pessimist when you have lived as long as me. Just imagine, the USA will be able to fight illegal wars much more effectively using AI robots instead of humans.

    You could come up with all sorts of reasons to call AI harmful but none of them would be "AI becoming skynet" at least for many many decades.
    Instead you could make a case for AI reducing need for unskilled labour -> increasing unemployment -> social unrest but that would be counteracted by the need for more trained technicians to service and maintain said AI equipment. The issue instead then becomes a social issue on how to convert unskilled labour into skilled labour or otherwise provide a road for them
    You could also make a case for full autonomous armed drones that could fail to identify civilian and armed forces, resulting in indiscriminate killings but we already see that in Gaza now and Afghanistan previously even though these supposedly have procedures for a human to authorize the strike
    Or badly made AI leading to crashes in vehicles that they are put in but you already see this in Boeing planes where pilots failed to counteract the system control of the flight stick
    As someone mentioned, Elon Musk most likely wants to slow down everyone with F.U.D so he can get to parity or overtake

    Yes I DO think AI is an extreme danger to mankind.
    And I think the only reason Elon Musk thinks it's more dangerous than nuclear bombs while your interviewees disagree is because Elon knows what the US military establishment is doing with AI while your audience don't.
    If we were to switch the roles, and your audience is aware of what is ACTUALLY happening behind the scenes while Elon doesn't, then maybe the roles would be swapped.

    And I also like to add that nuclear weapons are ALSO not a danger to mankind the same way that AI is not a danger to mankind.
    They can only be dangerous in the wrong hands the same way AI is only dangerous in the wrong hands.

    I've said more than once that the current AI is nowhere near the level of intelligence that was seen in the Terminator movies.
    The current AI is a knife or a hammer or a shovel, a tool without any intelligence.
    Don't underestimate AI and don't brag about it.
    As much as I rail against those who brag about how great AI is, the fact that AI does help me in my work doesn't mean I agree with the bottomless bragging about AI.
    Look at the robot dog made by a Chinese company that sells for only 9,000 RMB, and where is Boston Dynamics at the moment?
    Creativity without the ability to realise it is useless, China has the most complete industrialisation in the world, they have the ability to build everything and make it scale up and drop the price dramatically.
    Whereas the US, relying on Wall Street, relying on media bluster, can build anything practical out of it?

      Actually most of the enterprises were showcasing their AI software and programming, not products. It’s hard to SHOW software in a video so I had to find a few THINGS to film, and there wasn’t much.

      You obviously do not know China already leads in published scientific papers, registered more patents/trademarks than any county in the world! Can you tell me where in the world can China copy the 6G technology?

    Ai🤔 good n bad,T1 T2 terminator,, still long way to go, currently nothing so advanced yet,,,, at least next couple of century,,
