India's prime focus is on 1) getting armed fast, in the short term 2) get tech and start making in-house for self-reliance and exports, in the long run. Bharat will become a great Global power soon. A conventional submarine does not have to surface because it runs out of diesel. It has to surface because the IC ( internal combustion) engine requires oxygen, and so does the crew.
A nuclear powered submarine has enough energy to produce it's own oxygen and fuel simultaneously. ( by producing oxygen from the h2o around it, and the uranium fuel rods once loaded in the reactor have a lifespan of minimum 20 to 50 years, depending on design).
