I sent a coupon to each new follower to come in and get a free entree with purchase of a drink. My followers LOVED IT. But Instagram shut me down, they saw it as spamming behavior. Now I’m terrified to do anything like this.

Appreciate the advice, but I am a bit apprehensive when it comes to direct messaging folks on instagram as there is a risk of being reported for spam.
Take the time to write a genuine message and be OK with taking "no" for an answer. There's nothing "spam" about it, and if they're not interested just say "no problem, thanks!" and move on to the next person.
If you copy/paste generic messages, people see through that and you'll start getting reported, but if you genuinely reach out and try to connect, you'll rarely get somebody who responds with anything more aggressive than a "no thank you."
What restaurant has $2 appetizers?? And people generally come in and get their free food and leave.
