It’s referring to not drilling into the bottom of the countertop. Some of the countertop materials are better than others for mounting directly to the underside of the countertop.

He used methods familiar to himself. Looks pretty sturdy, unless the screws strip out.
Save yourself all of this trouble and just use epoxy.
