She set up the rebellion as she wanted to revenge for her dad (under the name of revolution), who was murdered and she thought Riliane/Rin has something to do with it (and yes, her reign sucks, too :|). She decided to let the execution continue could be from the shock when Allen/Len revealed he’s responsible for their dad (Germaine’s dad adopted him when he left home at childhood). The idea with Riliane/Rin is possible tho.
I love the little details in Daughter of evil. If you look closely, you’ll see at the end “her” bangs changed, indicating Rin and Len switched places. I always thought that was a fun detail .-w-.
