Only driven into T.J one time to Rosarito and returned the same way in 2007, remember the road split to get to the top. the bridge at 1:45 was being built and do not remember
if the 905 was a freeway all the way to the border yet at that time. I do remember the 905 being a 2 lane road half a mile east of the 805 to Otay.

If those street vendors cross that line on the ground at 2:08 they do they get arrested?

No because they're not doing anything wrong, I seen them stand at least 5 to 10 feet across the line, they don't get close to the border patrol booth.

Lol, it's because it depends at what time of the day you are crossing the border, if you cross early in the morning you will see a lot of traffic, if you cross at night say for example at 8:30 pm or at 9pm you won't see as much traffic. :)
