When it comes to character's own power, Ryuga is by far the strongest. He only lost to Rago because Rago stole the power from all beyblades in the world, including some of Ryuga's power. Ryuga basically fought against Rago and his star fragment + other legendary bladers star fragments + the power of all other beyblades in the world + some of his own power. And actually, if it wasn't for that power of Ryuga that he stole, Rago most probably wouldn't be able to win. Ryuga>whole world, he is just too strong for other characters
I legitimately think Ryuga has more of a fighting chances against Nemesis in Proto form before anyone else fights. Easily knocks it into the fire with a powerful attack and absorbs that Star Fragment. Final Battle: Ryuga vs all the legendary bladers

Rago only won because he stole everyone's power, including some of Ryuga's power. In normal and fair fighting conditions no one is close Ryuga.
Well nemesis needed to absorb the legendary beys power to evolve into it's true spirit form which could actually fight against and match the combined strength of every blader in the entire series, dont act like Ryuga doesnt steal others power aswell, but nemesis only had to do it to awaken it's true form

King put up a better fight against Ryuga than Gingka and kyoya at the beginning of the series and they destroyed an island back then without a special attack. At the end of the series kyoya = gingka > king > kenta.

You forgot to include the 3 guys that came with Rago, they are all probably relative to Tsubasa. Nile is way stronger than that he consistently preformed well against higher tier bladers so he is likely just below Julian and Masamune. Dynamis should be the second lowest legendary blader, of the 10 he and Yuki were the only 2 to get knocked out by Nemesis part 2’s initial attack. I feel like you are way over ranking Doji and Phionix like they should be rank 40.
With all the star fragments and power of every bey in the world, Gingka defeated Rago a lot more easily. But if you're talking about without them, then this makes sense.
Considering that Gingka was able to push Ryuga further back than Kyoya (which is why he used his special move against him), managed to beat both Dashan and Chiyun at the same time, and was able to nearly equal Nemesis' power (who had the power of every blader in the world) with only the powers of the legendary bladers, I would say that Gingka is above Kyoya as far as power is concerned.
He can't be at the level of Kerbecs, Masamune couldn't even with the Flame Bixys, Tusbasa could against Jack and Damian almost killed Tusbasa and Yu together with a simple test, so it is categorically impossible that Masamune could increase his level excessively and exaggeratedly. just for a bey with swapped parts...

I haven't checked the full list but Lightning l drago is a lot stronger than you know. Tsubasa drives it into a corner and and Ryuga still devastates the whole stadium over him like nothing happened.
