You actually ult what's closest to your cursor. If there are to persons knocked up, you have to out the cursor in the middle to get both. Most of the times at least, if they are not close. You can also only ult the one farthest away if your move the cursor behind them before pressing r. Basically the take away is, that if you want to make sure to get your target with your r, then you have to move the cursor close to them before pressing r.
