Maybe it was developed on banks of PCs and dev hardware but without anyone showing them a Saturn controller. Or they were testing with 3-button Mega Drive controllers, or something.
It’s Japan, they probably have amazing hedge cutters! The controls are bonkers, just letting you select manual or automatic would have been much better.
Used to think this was great when it came out, not really played it much since but does still look reasonable. I don't remember ever doing much drifting in this🤔👍
