To put simply lord Shiva is god of destruction but that destruction is on the evil foces meaning shiva destroys the evils and demon of the world when their power arises thus maintaining the harmony… When he is conscious(not in meditation) the evils of the world fears him but once he goes in meditation they began to cause chaos hence why the disharmony has risen in that time..
