This song (not this SNES remix, the original Arcade) has the same problem as the Volt Kraken/Squid Adler Stage theme from Mega Man X5 in that the beat sounds off until a little later where it sounds normal. This might be a personal issue though. Nonetheless, nice remix. It doesn't have that issue that I mentioned above. lol Also, I hear his classic theme~
That's probably down to the fact that it has an irregular time signature, which is a throwback his SFII theme. I actually think it's one of the better songs in the game.
It’s not a problem. It’s an actual thing in music called time signature, of which Shining One has an odd one. This remix doesn’t change the time signature at all, so that part is just in your head.

The time signature for "Shining One" is 15/8 which, as Renegade said, is a throwback to how Sagat's stage theme in SFII was 11/8.
