I think that the Assassin's Syndicate used have a base on Wind-Row, which they abandoned for one reason or another. I guess your theory about the Wind-Row Wolves being Ex-Assassins is plausible although I don't quite think it's the most likely explanation here. On a completely unrelated note, did you know that the Wind-Row Wolves wearing wolf pelts means that wolves survived Durza's world-breaking attack?
