It was special because it was a break from the brutal exploitation and social/media abuse she faced in the U.S. for years. In a way her move there was the beginning of her social, artistic, and financial renaissance.
I never heard this song by tina b4, and when i searched 4 it... Tina sings it in a happy tone. Beyonce was able to sing in a mournful and heaven alluring way. Only real artists can remake a song that way, only with their voices and a few instrumentals

I think ppl don’t like it bc it’s so far from the original, you are expecting something. But if you never heard the original and have the expectation of it being upbeat this is amazing. Her hero died, I get wanting to do something more somber. That’s the route she took and it’s how she pays tribute to all of her idols. I mean she dedicated halo to Michael Jackson during the I am tour, sang beautiful ones for Prince during formation tour, and sang the beginning of I will always love you for Whitney during the Mrs Carter tour. So that will maybe explain why she didn’t do an uptempo song, not that she doesn’t want to dance but her choice is to be more slow and somber for a tribute after an artist has died. And if you say well it’s Tina well she went more somber for Michael and Michael was way more upbeat and danced way more then Tina or anybody. So it’s just Beyonce style and choice to go slow. Once you get that maybe you will understand. This was fitting for the occasion imo.
