The order for buffs that choose the weakest or whatever, if two are equal, it goes to the lower tier unit.
If they are the same tier, then it's random.

github.com/SBBTracker/SBBTracker very useful tool if you don't want to manually track games/take notes. The simulator isn't always correct though
