sir you are saying,.... in semi- presidential system president is head of state and prime minister is head of government... but president is more powerful how can he be?? as in parliamentary form of india as same in semi-presidential system head of state is president and head of government is prime minister and prime minister is most powerful....??
the difference is that in Semi-presidential system both the pm nd pres have equal powers or the president have more powers than the PM, but in parlimanetry system, the pm is the head of government and has the most powers and the head of the state has NOMINAL power (very less, almost nothing, not influencing) the head of the state can be a monarch or president. In India it is a president. similarly UK has a king who acts as the nominal head of the state.
