Baleno will run out of puff after 160-170. Whereas city does more than 180 in 4th gear alone. In the long run city is clear winner. I have a 3rd gen city with a cng tank in the back. My car easily did 182 in 4th gear at 6200 rpm but city has a limiter in 4th and 5th gear. After removing the limiter it will do 200 in 4th gear alone.
And in hot weather every petrol car will perform less , due to air being hot . Cars perform better in cold air that’s why intercoolers were introduced in diesel cars.
