In the comics, Green Arrow does not have a massive/high profile rogues gallery, so the show often "borrows" villains from other DC heroes. Brother Blood comes from the Teen Titans, the leader of the paranormal Church of Blood, so needless to say he will cause quite a few problems on Arrow!! :) :)
