Normally you have the do it in the translate and rules that the "owners" of the musical give you. Every country that have did this musical, did exaclly the same musical. Just in a different language. But this time, the director get the change to do his own thing. The lyrics of the songs and the script had to be the same, but he could do his own thing. He chooses for a mix between Flemish and English. The chorus are in English and the verses are in Flemish. The director could also do his own thing with the decor and the clothes. This is what the director says in an interview. Correct me if I'm wrong and sorry for my (maybe) bad English😂
The stage director made his own translation of the script and lyrics; which means that this Flemish version is different from the Dutch version in the Netherlands. The final (after the bows) is in English, so everyone could sing along :)) Some choruses are (partly) in English, ex: money money money, because it doesn't sound good in Dutch.

This is so cute for a local amateur production. Donna could be better. But well done for trying though
