If Q2 =0 ,Q1=0 and clock pulse is negative edge triggered i.e. for down counter ,then in the 1st clock pulse Q2=1,Q1=1 because input to 2nd flip-flop depends on previous output of 1st flip-flop which is Q1=0, i.e. it activate the 2nd flip-flop to change its output. In 2nd clock pulse,Q2=1,Q1=0 as previous output of Q1 is 1 i.e. the input to 2nd flip-flop is 1,so the output of 2nd flip-flop will not be active hence no change in output. Similarly in 3rd clock pulse,Q2=0,Q1=1 And in 4th clock pulse, Q2=0,Q1=0.
Your applying boolean algebra to the sr flip flop could bring about an explanation for a counter that is closer to simaltanious rather than synchronous. As soon as I double check it
