When Japan finds out Russia's coming to Germany, who he's staying with, he freaks out, compares Russia to Godzilla because of how monstrous he is, and tries to straight up fucking murder him multiple times, including poisoning his onigiri and sneaking into the ceiling to HARPOON HIM FROM ABOVE. It's explained that Russia kicked Japan's ass with little to no effort whereas Japan went broke and his military was decimated in a war between each other (can't remember what war that was though). So Japan is actually quite scared of him.
I don't think it was mentioned but the "safeword" at 0:16 is referencing Russia's economy reformation. Kinda makes sense that America would use a word like that. XD
