It’s hard to listen to “experts “ sometimes. Lights won’t save you, bicycle patrols will slow response times, they can’t carry appropriate equipment ( to confront an armed suspect is an offensive situation calling for an offensive weapon ie a shotgun- a pistol is a defensive weapon). A bicycle officer can’t transport a prisoner so even if he makes an arrest he still has to call the real police to complete the task. So now it takes twice as many officers to be down on the call. Being aware of your surroundings is good, but this lady was past that point. She understands she is in danger so that is meaningless advice. A big dog(s) would help, a gun is even better. Eleven minutes is terrible response time for a priority one call. But the question she needs to have answered ( an the councilman needs to ask) is “ did the dispatcher advise the supervisor of the patrol officer on the radio that she was holding this call and the nature of the call?”.
She says black neighborhoods should have the same police response time as other neighborhoods and she is right. Tell that to blm and the whole sect of people trying to defund the police and force them out of black neighborhoods.
