I WAS HAVING SAME DOUBT BUT NOW CLEARED IN L9 SIR SAID THAT CRITERIA IS USED BECAUSE WHEN SIDE ATOM ARE BIGGER IN SIZE THEY REPEL EACH OTHER THIS MEANS THIS CRITERIA SAYS WHEN REPULSION BETWEEN BONDS IS THERE BOND ANGLE IS MORE in this example bond angle will be more because repulsion due to size of side atom is less than e- e- repulsion so repulsion is more in NH3 irrespective of size of side atom
