She WAS clapping, with her hands down in her lap. You have to slow the vid to see it. She just looks deep in thought to me - maybe she was competing/dancing herself later. Or maybe she had a relative who was a washerwoman in Harlem back in the day and so the memory might have stimulated deep thought in her.
