Summary: People get their quirks at the age of 4. This is simply nature since quirks started to appear over 200 years ago. While exceptions exist, mainly in the form of people who are born with their quirks, manifestations after the age of 4 are extremely rare. Extremely rare, however, doesn't mean non-existent.
Izuku manifests a quirk of technopathy, dies, returns as an AI, witnesses the death of his mother, and discovers that All Might is a horrible person. All this in just two days.
Now, trapped in a computer, the only way for Izuku to explore the outside world is through cameras and other means of technology.
He's not about to let this stop him though. Izuku is not someone to let opportunities pass. If he can't be a pro hero, he'll be another kind of hero.
It doesn't matter that people call him a Vigilante.
It doesn't matter that the HPSC call him a villain.
