No, the Britannic used to be a normal ship but it got asked to be converted to a hospital ship for ww1, and the hospital version is a skin, press Z if ur on pc and press skin in mobile controls if you are on mobile.

NPC boats in the game are only small boats like Tugboats, Fishing boats, yachts, etc. And NPCs only drive boats in/near a city. Maybe play Tiny Sailors World more before making an assumption.
