The company who created him is Ki/oon (Or Sony, which is their parent company) made Piko around when the two vocaloids, Rin and Len were getting their appends.( which is basically expression vocals you use if you wanna spice it up instead of using their regular voices. Since Rin and Len were getting their Appends, Piko was not noticed by the audience. Search Utatane Piko up for more information.
Still holograms are a pretty serious thing. It's a good thing that this Piko model isn't official (like there are any official piko models). But I hear using an official concert model for another concert it wasn't meant for could result in one getting sued.
