About the God King Ohger pilot thingy, they do mentioned they can pilot it with only the 6 ranger. The reason they need 20 pilots for episode 25 is to draw it's full potential, with only 6 it's still strong but probably only a fraction of it's true power.
Big Sentai trope. Even if the mecha has auto-pilot or sentience, it is way stronger when piloted. It's the whole "man+machine" and pouring your heart into things and the whole japanese philosophy of "objects are alive" and all that. Since all Shuggods have cockpits, they all get stronger with pilots.
After episode 26, there was a 2 year gap that makes Gira the king facing a new challenge and threat from space! (I won’t tell you spoilers what happens next😖)

It make sense if u think about it, it just like in episode 1 where Gira able to form King Ohger on his own, but he can't draw it's full potential. He still need the other 4 to unleash it, same logic goes to God King Ohger

Also I think because they were going to the core of chikyuu / terra they needed more members to power up all the shugods
