Can anyone actually explain to me how stuns are calculated in this game and why they seem so random? Do certain moves just do hella stun or is the "stun meter" actually really small, but counts down super fast or something so its all about hitting certain moves quickly?

I'm not a pro, but have played for some time. Stun is a hidden gauge that gets calculated based on moves used. Lights build up less stun than mediums, and mediums less than heavies. But the gauge will rapidly go down when you're not taking damage. Some moves that combo well with heavy attacks, like Dictators Scissor Kick, Fei Long's rekkas, can build up stun very easily. Then you have some characters that take more to stun depending on their type. Grapplers will typically have a higher stun counter than non-grapplers. But without knowing exactly what those numbers are, I can't say for certain. Some special moves also just do not build up stun at all, so that can also cause confusion on how the build up happens.

yeah I was also confused when claw wasnt hit for some time, then got hit by one c.hp and one dp after, and was dizzy.
and yes, to a certain extent, stun IS random in this game. Im 100% on that, you can also look it up. Meaning each hit has a certain dizzy value interval to determin how much dizzy it does.
