That statement was made by both DMC and Chuck D of PE himself who's on record as saying his song "Public Enemy #1" was outdated once Rakim came out and Rakim made him change his flow. Not to mention both Nas and Eminem named Rakim as one of their greatest influences. So I'd rather take it from the mouths of these icons.
