Hi.. I am not with Fr. Jeff.. However, I have some idea on the process since I was able to talk to someone connected with the Exorcism Ministry of Paranaque before regarding your question. She said that Satan respects the authority of the church and its rules particularly the vow of obedience of exorcist-priests. Exorcist priests cannot readily exorcise a place not falling within their jurisdiction because they would be breaking their vow of obedience to the authority of their Bishop. Satan can use this against them and will render sometimes the exorcism ineffectual. However, if you really want for an exorcist priest outside jurisdiction to exorcise a specific place, you can write the Bishop of the exorcist-priest and request that the exorcist priest be authorized to perform the exorcism if this was possible. Hope it helps.
