What I learned here is that the government would rather make money than let there people work and grow there economy so they can increase there tax revenue. They would also like to make it hard to invest in there country so they can control all the money.
The state is probably trapped in a corner as well, if the country is one of the poorest in the world I am sure their credit ratings are very low as too therefore the local is probably the state's source of revenue.
