You can use a ruffle foot with any machine I believe, I have a Singer Heavy Duty as well and they make them for this model!
She is using the same machine as you in the video. I'm sure she used Jack just for convenience. I've watched her videos on machines and she loves her Heavy duty, it's a pretty good machine from what I've gathered from other sewists.
