But what is the individuality of LE, Since we don't have individual profile options to restrict the data based on the LE where it can be controlled? When One Operating is having multiple legal entities how should it be handled? What does the tax reporting unit mean? Does it have any specific process/reports/functionality for reporting the tax?
Within EBS, you can assign only one Default legal entity to an OU... But why do you need to assign multiple legal entities to a single OU... What exactly is your actual business requirement?
In Oracle EBS R12, you should create Legal entities using Legal Entity Manager or from any GL Superuser responsibility and you should not create them using Organization form (this is what is used in 11i)

In EBS, In Operating unit setup screen, Legal entity is a mandatory field... You cannot skip this setup... So, you have to associate Legal entity to a Operating unit

When we talk about enterprise structure to client then we always show them that operating unit is link with legal entity.. But they ask why we link what is the purpose of doing that?
Remember a Legal entity can have multiple OU's under it.... Legal entity is a legally registered entity... Whereas Operating unit is a just business unit...Also, OU is linked to both Legal entity and Ledger
