DX12 isnt necesarry for the settings you are using use DX11 for more FPS with the same visuals
I played a few games on dx12 and dx11 and everything was the other way around. On dx12 the fps were better and on dx11 not only were they worse but there were also occasional stutters and crashes so I don't know where you got that from
