He sent proposals to the British company on how to increase the revenue. Several times it was rejected. He sent a very detailed year-by-year potential review of labour costs that could occur. You can see his original letter even now. His main intention was not to save our people nor do any great favour but to increase the revenue. British company asked him to submit a land survey on how this money could be milked. Thousands of Indians volunteered in the construction without taking any money from him. He documented he recovered the money in just two years after the construction. The rest was pure profit. You can still read books and documents on Mr. Cotton. There were no records of how many hospitals or schools he had constructed from British company money. But, he quoted from the bible that it is the duty of a true Christian to exploit nature as it was created for him by God. So he felt sad when the water was going into the sea. I am neither a supporter nor against Cotton, but just here to tell the facts.
The Dowleswaram Barrage was an irrigation structure originally built in 1850 on the lower stretch of the Godavari River before it empties into the Bay of Bengal. It was rebuilt in 1970 when it was officially renamed the Sir Arthur Cotton Barrage / Godavari Barrage. You can check this in Google
Govt. Should take action to renovate and keep the buildings in original condition and make the place a tourist spot. That will be the respect to the great man.

Indian Govt and State Govts have one bad policy. Restricting important historic places for visitors. Not allowing certain places to visitors. Then how come public know the history. How they lived, and what is there in the restricted areas etc. If we hide the history to the public, then young generation will know the past. If Govts feel that they are going to damage by visitors at least once in a year they have to open for public. The similar thing I noticed in temples, photography is restricted. Even some enthusiast wants to take photo graph to present to the world, our Govts do not allow.
