Ah yes Rush Adventure one of my favorite 2D Sonic Games. Also the getting the boost at the start is pretty easy how I normally do it is by paying attention to the “Ready” text because notice how the text moves just slightly I try to countdown down from 3 and then hit Y.
It stands for Nintendo Wi-Fi Connection. It was possible to play the game over the internet using that service. I think it's still possible to do something like that with emulation.
