Well, a lot of seiyuu experienced voicing minor characters. Didn't realize, though, that Matsuoka voiced one in To Aru series. Also just to note, Taneda Risa's name is also included in the credits below Saorin's name. I think Megumi Han is the name above Saorin.

They were just asked to do the roles they used to do before their big break. Since pretty much every VA who went thru VA school would have trained in every role to find one they are suited to, it wont be that hard. Just a small voice change, and they became someone else. Except for the few VA whose voice is pretty much stuck that they cant change much.
