Oh ... Bulldozer era CPUs. My brother had the same model CPU, and the experience was pretty bad. I say 30 EUR for an R7 260X is ok, and everything else is just a bonus.
The fact that it was bad when it was new, is a bad sign.... I do agree, the GPU alone was worth that amount. Also I don't think that this CPU allowed the GPU to stretch it's legs in all of it's glory, so I will be testing the GPU some time in the future on a newer platform.
