    With all the bootstrap code required to get even a basic tooltip working, frankly, I don't see the benefit of adding the Popper dependency rather than creating your own tooltip, especially because this sort of conditional logic to hide and show HTML elements is precisely what React was designed to do (which Popper doesn't even handle). In the end, the styling and positioning syntax, just adds a layer of obfuscation between object syntax and direct CSS. In terms of usability, it's far better practice to expose the CSS properties so that designers can style the tooltip without having to go through JavaScript code.
