P1 ran out of meter but P2 still had some left, so it forced them to stop road roller in air, even if it hit you. Road roller's very first hit is always coded to give hitstun for like 2 seconds in order for dio to finish his Wryyyy animation, so that's why you got stuck
road roller always finishes it's animation even if u run out of bar, I think what happened is it hit p2's stand and maybe it's coded to stop moving after connecting? but since the first hit connected the flag for playing the rest of the hits was triggered
