Contracting is kapag ung driver nag insist ng price dun sa passenger pero kapag ung mismong passenger ang nag contact sa driver para magpasundo wala pong violation sa law ng Phil.

The problem with that so called “flat rate” is that the drivers will overcharge you. That is why we have this law saying it is illegal to do this “flat rate” thing or in short contracting. The people prefer the metered rate instead of the “flat rate” because it is more cheaper. In America the difference between metered and flat rate will be not that much but in the Philippines it is not. The “flat rate” fare is sometimes 2 to 3 times more that the metered rate. And also, if you and the driver will not agree with “flat rate” they will not accept you and will look for another passenger.

In my opinion ,the Doctor was not making a contract to the taxi driver. It was a reservation, which is allowed to all institutions. The contracting for taxi driver sometimes to avoid intervention, they lowered their counter meter, however there are times they will ask for additional payment and not solely for not lowering the meter.
