No. However, a long time ago there was a stamp where you had to pay extra to fish bay/delta. But no longer. In SF you just need your CA fishing license. there are other stamps for types of fish like sturgeon or steelhead.
The stamp is the 2nd rod stamp which you pay extra for. You can use 2 rods without the 2nd rod stamp on piers and jetty, but for shore or beach fishing, you need to pay for the 2nd rod in order to use 2 rods. So, as long as you pay extra for the 2nd rod, you can use 2 rods anywhere.

Thats true. Only 1 rod in the bay is allowed. unless you're fishing the ocean beaches or on a pier that changes.
