I like the game because it's pretty nice and balanced. imo it's also easier to keep track of everything that's happening compared to MvC3 where it was utter chaos during gameplay

Not only is there budget reasons (reusing the UMVC3 model) but *everyone* hated DR4 Frank. Using that version would've pissed off fans. It's like using DmC Dante as the base Dante.
It's because Dead Rising did rely upon licensed music for half of it's Psychopath bosses in DR1. It left a limited range of what the developers could do to use for music for Frank. Adam the Clown happened to be the first Psycho to fight and his theme was a series of sound bytes with a beat. If you look up the marketing, Adam's theme was used for gameplay trailers. So with no extra cost, it would be efficient to use the tune from the marketing/boss fight for the current representative for the Dead Rising franchise. The idea is to use the music associated with the franchise versus for the character. So Frank's music is a boss remix. At least it is not as bad as TvC where Frank's theme was Brock's theme. (The final boss in DR1, and it was not even remixed).
