Dear Supanuchan, you should buy fresh goat meat at wet market instead of frozen one. Frozen one are usually imported goat or lamb meat from overseas. Maybe from India, New Zealand or Australia. Australia. For frozen meat cheaper to get those from supermarket or hypermarket. Wet market is for buying fresh item only. If they push you to buy more than you need, just say no politely, say you need only this amount. If they still do not honour your request, say thank you and just walk away.

Buy fresh meat from the wet market.
As for chicken, they can cut to the number of pieces that you want, say 8 or 16 pieces. Usually they don't put in the head & feet after they cut, unless you tell them that u want.

When you go to a wet market like this, if you say "fresh", you are expected to mean food that was still alive that morning or the day before, and has never been frozen. Once it has been frozen, then it is no longer considered "fresh", even though the meat is still good, as you obviously tasted.
I'm sorry, but it was so cute when your wife came across the cow head and legs. I felt that I could hear her thinking, "we are really not in Japan anymore..." 🤣

But on a serious note, we malaysians have marked that seller/shop, and we shall try our best to avoid buying from them, we'll first go to other sellers in there. They were clearly taking advantage of your amateurism, plus your being tourist like (with the cam and foreign language), I'm confident that towards a non amateurish looking local, they wouldn't have been too quick to push a pack of frozen meat, plus they'd be okay to sell them at ½kg packs anyway (although they may sell that for slightly higher than simply halving the price eg 45/kg then half kg maybe at 25)
