You forgot to mention that tele 1 nolonger restricts movement until it activates, and that the down version has less endlag, allowing you to use moves (you can do tele down > bones 2 > bones 3 > lmb reset) Hate charged faster in gtc too now, it only takes around one minute to reach max hate, landing hate 3 also gives 10% hate
Asriel has only been nerfed several times and this is the first time after years that he has finally been buffed, he is very weak compared to others who only receive changes and buffs, that's why he needed a buff, somente users of chara just spams bruh, but chara is very strong without just spamming and making a good combo.

Determination 3 being able to GRAB and being able to knock up is a fever dream I’ve been asking for it for such a long time, and determination 5 is finally a real counter. For undyne the held moves being split apart is so cool because there might be new longer combos and phase 2 being able to bring enemies up is crazy. Sans being toned down a bit is really good for the game as well, he’s balanced now

Tbh chara now has a better combo being you can use both trait 3 variants in a combo to use all your trait moves
