Correct me if I'm wrong. A Robot Masters contest was made at the time of Mega Man 8. The first eight robots would enter the game. So... A fan designed Aqua Man... Inspired by Captain N's Bubble Man... Yuck. What a terrible design choice.
Takkoy I doubt they knew what captain N was, since the contest was for children. The person who designed it was probably some 5 year old Japanese kid lol, you can see the original sketch in the credits, it’s drawn with crayon and everything.

I was so mad when he wasn't even included in the medley!

As someone who played quite a bit of Mega Man 7, I can say all these remixes sound like they would be in Mega Man 7.

In a way it does remind me of Megaman X, perhaps some day I'll attempt a MMX remake of this theme using the X, X2 and X3 soundfonts.
