I conducted over 6 months of daily research on this, the results of which are that the safest location to avoid damage from typhoons is on the west coast of Luzon, and in the area between LaUnion and Vigan. This area, like every other area of the Philippines, sees annual typhoons, however they are of the lowest wind speeds and tidal surges. This is due to the fact that most typhoons approach from the east, and almost none transit over the mountain range of North Luzon, so most typhoons that do hit here go either across the south of Luzon or over the top of North Luzon. By the time the storm gets here, we are seeing the weakest winds and the weakest storm surge. I hope this helps.
You hit it.. Ilocos region is safest. Aside from it is in safe north, it is also covered by Cordillera mountains.. Ilocos is hot though. That's why the west side of Cordillera is ideal for me. I want it a bit cold..

You gotta remember, the Philippines is in a tropical zone so you're gonna be a in tropical catastrophic zone because of extreme temperatures. Extreme warm fronts combined with oceanic temperatures being warm with cold atmosphere which draws heavy winds and rain in certain parts of seasons.

Wherever you live here in philippines as long as is not flood and landslide prone area, away from the sea, away from active volcano and make sure the house is concrate it safe. We live in albay in bicol region frequent storm passages. Sorry for my english.😂✌

I plan on moving to the Philippines in a few years with him, but I would prefer to not live anywhere on an island where crocodiles are for both our safety. My child won’t understand that a man eating dinosaur could be in the water, he would just go in.
There's not much of crocodiles in the waters here. Am Filipino, but what I know is that they are only present in the Agusan marsh, which is in Mindanao. There are some bred in Palawan, but not in the wild. Anywhere else, there are none.

If I ever moved to Philippines or any other country, as a New Yorker, I'd be likely to stay near the major city: Manila central or Quezon City. #1 They are less likely to get hit by high winds. #2 They are less likely to experience power outages the closer to the city you are. #3 They are less likely to experience water/ gas outages. I don't think I'd ever be happy living in the countryside or provinces. My Condo there: THE GRASS RESIDENCE has 6 pools, basketball court, gym, near the mall, near the city center and near plenty of transportation. All the creature comforts available if you buy a 2 bedroom or a 3 bedroom.

OMG My nightmare of a living place I'm in urban area south of Manila, Cavite province 1 hours drive by car to NAIA, 45 min. to Tagaytay For the amount of a 3 BR condo in QC you will find a 200 sqm house with garden or a 120 sqm House with garden and pool. never ever I would buy a condo. Completly overpriced way of living

Plus when one retire traffic is not a thing as you move around or stay in an area even if traffic it’s minimal at best daily. You have to know how to live and move around in a city when retired
I’m not agreeing with your rationale. I think there are many places in this world to see. I’ve been to my fair share of them. Having said that there’s places in the US that I would not go to because the benefits don’t outweigh the risks. As I have grown older my reasoning grows greater on the side of caution.
Davao is the safest city in the Pinas when it comes to crime and typhoons. I wouldn't live anywhere else. And it is usually a bit cooler and less humid than Manila even though it is only about 7° north of the equator.

The best place to avoid typhoons and flooding is the high area in angeles city.
Even with the risks, Cebu city is my favorite place in the Philippines.
To be honest I wasn't even thinking about typhoons until you brought it up.

The safest place in the world, the place where anymore things can happen to you is the place where you'll Rest In Peace.
Dumaguete is much safer compared to Cebu and other places in the region. Dumaguete is rarely visited by typhoons and earthquakes.
If you worry about typhoons, live on the mountain with the locals do.
You still gotta worry about landslide
